{"id":1863,"date":"2025-10-17T10:41:12","date_gmt":"2025-10-17T10:41:12","guid":{"rendered":"https:\/\/sahanpost.com\/en\/?p=1863"},"modified":"2025-10-17T10:41:12","modified_gmt":"2025-10-17T10:41:12","slug":"somalias-central-bank-calls-for-urgent-financial-sector-reforms","status":"publish","type":"post","link":"https:\/\/sahanpost.com\/en\/somalias-central-bank-calls-for-urgent-financial-sector-reforms\/","title":{"rendered":"Somalia\u2019s Central Bank Calls for Urgent Financial Sector Reforms"},"content":{"rendered":"<p class=\"relative group\"><span class=\" font-bold\">USA, 16 October 2025<\/span> \u2014 Somalia\u2019s Central Bank Governor, Abdirahman Mohamed Abdullahi, has called for urgent reforms and tighter oversight of the financial sector to protect the country\u2019s fragile economy.<\/p>\n<p class=\"relative group\">Speaking at a high-level IMF panel on \u201cStrengthening Financial System Resilience in Uncertain Times, \u201d on Tuesday, Abdullahi stressed the importance of building institutional capacity and addressing systemic risks in Somalia\u2019s largely dollarized economy.<\/p>\n<p class=\"relative group\"><span class=\" font-bold italic\">\u201cWe wouldn\u2019t have been able to rebuild the Central Bank from scratch when the state collapse hit and the bank was non-existent for over a decade and a half,\u201d<\/span> he said, acknowledging the IMF\u2019s technical support.<\/p>\n<p class=\"relative group\">Abdullahi explained that conventional monetary policy has a limited impact in Somalia due to the high level of dollarization. <span class=\" font-bold italic\">\u201cTherefore, we made a strategic decision to strengthen the financial stability framework as the most effective path to achieving sector stability,\u201d<\/span> he said.<\/p>\n<p class=\"relative group\">He highlighted findings from an IMF Financial Sector Stability mission to Somalia in August 2024, which identified critical regulatory and supervisory gaps. <span class=\" font-bold italic\">\u201cThe mission provided a sequenced technical assistance roadmap, which is now an integral part of our reform agenda. It showed the value of prioritizing a step-by-step reform path,\u201d<\/span> Abdullahi said.<\/p>\n<p class=\"relative group\">The Governor outlined four priority areas: risk-based supervision, systemic risk analysis, financial sector statistics, and mobile money oversight. The Central Bank has since advanced key legislation, including revisions to the Financial Institutions Law, Anti-Money Laundering Law, Insurance Law, and the National Payment Bill.<\/p>\n<p class=\"relative group\">Mobile money, which dominates Somalia\u2019s payments landscape, remains a top concern. <span class=\" font-bold italic\">\u201cIn our context, I would say strengthen oversight of the under-regulated sectors, specifically the mobile money sector.
