Ceerigaabo Peace Talks Begin Amid Hopes for Lasting Stability in Sanaag Region

CEERIGAABO, Somalia (Sahan Post) :-
A high-level peace conference aimed at resolving inter-clan conflict in the Ceerigaabo district of Sanaag region officially opened on October 21, 2025, drawing broad participation from community elders, political leaders, and civil society stakeholders.

Delegates from across the region, including prominent traditional leaders, have converged on the town for the three-day summit. A delegation led by Sultan Siciid Sultan Abdisaalan arrived on Monday, joined by other notable figures such as Sultan Mohamed Abdillahi Cartan, Islaan Hussein H. Abdi, and Chief Mohamed Warsame Sugule, representing various clans from Greater Sanaag.

Somaliland President Abdirhman Mohamed Abdi and a senior government delegation also arrived in Ceerigaabo on Tuesday afternoon, underscoring the political importance of the conference.

Preliminary meetings were held overnight as clan delegations prepared for the formal opening and negotiated the agenda.

The talks aim to broker a sustainable peace agreement following a violent inter-clan conflict that erupted in late 2024, displacing an estimated 43,000 people, according to the UN refugee agency UNHCR. Many of the displaced remain without durable solutions.

Key agenda items include:

  • Demarcation of clan boundaries and regulation of new settlements
  • The role and future of Somaliland military installations established during the conflict
  • Return and reintegration of internally displaced persons (IDPs)
  • Addressing the looting and destruction of civilian property
  • Accountability for harm inflicted on non-combatants
  • Mechanisms for reconciliation and peaceful co-existence between the affected communities

The conference is expected to culminate on Friday with the selection of formal representatives from each clan, after which substantive negotiations on the peace framework will begin.

Political observers say the outcome of the talks could have far-reaching implications for the governance of Ceerigaabo, which remains under Somaliland’s administrative control. While no formal announcement has been made, discussions on potential power-sharing arrangements, particularly regarding local security and political leadership, are reportedly underway.

The conference is being closely watched by both domestic and international actors, given its significance for regional stability in northern Somalia.
