Puntland Cabinet Endorses Key Security and Administrative Decisions

Garowe (Sahan Post):- Puntland’s Council of Ministers has endorsed several major policy decisions during its weekly session chaired by President Said Abdullahi Deni, alongside Vice President Ilyas Osman Lugatoor, at the State House in Garowe.

According to a statement from the Presidential Communications Office, the Cabinet resolved that the Ministry of Security will once again oversee the issuance of residence permits and entry visas for foreign nationals visiting Puntland. The move restores a responsibility that had previously been shifted to other government departments.

The Council also approved the formal launch of the Puntland Identification and Registration Agency (PID), set to become operational on 1 January 2026. The agency will be tasked with developing a unified identification system for citizens and residents.

Ministers received an extensive briefing on the drought situation affecting several parts of Puntland, as the region continues to face recurring climate-related challenges.

By majority vote, the Cabinet also ratified the creation of Ceelbuh and Baraagaha Qol as official districts, following a recent decree by President Deni.

The Ministry of Interior presented proposed amendments to the Law on Regional and District Administration and Local Governments, which were circulated to Cabinet members for review and will be debated in upcoming sessions.

Meanwhile, the Ministry of Environment shared a report warning of the rapid expansion of desertification across Puntland, recommending practical steps to mitigate the growing environmental threat.
