Somaliland Central Bank Introduces Sweeping New Licensing for Forex Bureaus

PRESS RELEASE

The Central Bank of Somaliland hereby notifies all existing foreign exchange bureaus licensed by the Central Bank of Somaliland to renew their operating licenses, in accordance with the new Foreign Exchange Management Regulation Regulation No: 03/2024, effective from Saturday, October 18th, 2025.

Furthermore, the Central Bank informs other eligible citizens interested in obtaining a new foreign exchange bureau license that starting from the same date, October 18, 2025, all the Bank’s Regional Branches across the country will begin accepting new license applications. This process will adhere to the terms and procedures stipulated in the Central Bank Law Law No: 54/2012, Articles 4, 69, 74, and 75, and in the Foreign Exchange Management Regulation Regulation No: 03/2024, Section.
